MS. COUCH: We had a lot of discussions about what that term meant, and we ultimately landed on it being a lifelong process of capacity building for using technologies and networks to create, access, evaluate and manage information that is required in a knowledge society or knowledge economy.
Some people originally thought that, well, it’s a discrete set of skills that you could test for, and you’re either digitally literate or you’re not. And as we talked that through we’ve realized that technologies change all the time, and the context in which someone is trying to use technologies changes and the ways that are appropriate for using technologies differ in one context to another. And so it really wasn’t quite that simple.
So that’s how we ended up with a more detailed definition of what we mean.
