DR. CONNOR: We call it ICT literacy; that's the international term for it. And it really means being able to use all the tools, the transformative tools of digital technology, to do what you normally do. I liken it to a pen or a book or a typewriter or computer. We have come so far in the tool generation, but unfortunately so many people are still behind in the application of the tools.

So our goal, the state of California, CETF and the International Panel on ICT literacy, is to make those tools available to everybody so they can compete in a digital world. And we're still not there. We're very far behind, actually.
