MS. MCPEAK: When the California Emerging Technology Fund became operational we looked at all of the research about how to close the digital divide and set up a set of outcomes and metrics to measure that, and then went about looking at what was the most effective way to leverage our seed capital. And it became clear to us that we’ve got to have a policy environment in California that values digital literacy. That sort of -- that foundation that will be able to communicate the importance of using computers, using broadband access.
And so we did the following: We actually convened the first roundtable to define the need. We then provided two subsequent reports that researched all the literature, compiled it, analyzed it, and then sought the executive order that was signed by Governor Schwarzenegger. And once that was signed, we felt an obligation to be supportive of the CIO’s office and the administration in developing it.
So we were pleased to be asked by the CIO’s office to be part of the advisers and indeed, we served with others in helping advise on the structure of the report. And now we’re very delighted to be part of the advisory board to help implement it.
